

Making space for the arts and community
The Arts & Community Infrastructure (ACI) Foundation is a new non-profit organization with the goal of preventing the closure and displacement of arts and community organizations. We are working towards becoming non-profit landlords for the arts. We aim to preserve spaces for arts and community use, prevent gentrification, and prioritize accessibility, environmental sustainability, and security of tenure across BC. We will be starting in Greater Victoria, within the unceded territories of the Lək̓ʷəŋən (Lekwungen) people, now known as the Songhees and Xʷsepsəm (Esquimalt) Nations. We are laying the groundwork for permanent, affordable infrastructure that empowers artists and organizers while serving the greater public good.
Founded in 2024, the ACI Foundation is advancing a new approach to space stewardship—one that stabilizes rents, restores lost cultural spaces, and secures long-term access for communities. As a registered charity, we will mobilize community-driven financing and values-based investment, ensuring these spaces remain accessible, affordable, and thriving for generations to come.
Arts Spaces Forum
Join us Sun, Feb 22nd from 12 - 4pm at Other Guise Theatre (716 Johnson Street) for an infrastructure-focused gathering, bringing together arts, civic, and community leaders. The forum will feature a panel of local arts champions reflecting on what it takes to create, secure, and steward space for the arts in Victoria.

- Jenny Farkas from MakeSpace North Park, a new a neighbourhood hub offering access to tools, skills and community
- Logan Ford from Vancouver Island Visual Arts Society (VIVAS), operator of the artist studios at 780 Blanshard
- Jordan Dack from Haus of Owl, our local co-working hub for creators, and
- Jason Guille, from Sunset Labs, a boutique studio specializing in virtual and hybrid event production.

Accessibility: 716 Johnson Street is a ground-level, step-free venue with automated entry doors. There is one gender-neutral, wheelchair-accessible washroom on the main floor.

We are artists, organizers, and community builders who believe that thriving arts spaces are essential to vibrant, inclusive communities. Together, we are developing a blueprint to make that possible.
Our ACI Foundation board currently reflects lived experience as:
- Indigenous (Lək̓ʷəŋən),
- 2SLGBTQIA+, and
- women.
Our Board Members:

Erin Lannan (she/her)
Artist, curator, and MBA in Sustainable Innovation, Erin brings hands-on experience across cultural programming, operations, and business development. She has co-created a wide range of programming—from live music and comedy to talks, exhibitions, and grassroots fundraisers—and has worked in music venues and hospitality for nearly a decade across Canada, Australia, and New Zealand, including roles at the Victoria Events Centre and the Downbeat Event Centre.
Beyond her on-the-ground experience, Erin brings a systems-oriented approach to partnerships, sustainable business models, and community building. In 2020, as a mentee in the Greater Vancouver Board of Trade’s Leaders of Tomorrow program, she led the launch of a community-focused fundraising initiative that continues today.

Jenn Neilson (she/her)
Jenn holds a PhD in the philosophy of art and is an expert on the freedom of artistic expression. She has worked in government in BC and Ontario since 2012 and currently works as a Director in the BC government. As the Founder and Executive Director of Alter Arts Society and the Founding Artistic Director of the Out There Art Festival, she has secured over $250,000 in funding for Alter Arts since 2021. Jenn also served on the CreateVictoria advisory group in 2017-18. Her deep sector knowledge, trusted relationships, and innovative leadership make her well-positioned to drive this project forward.

Jared Warren (he/him)
Jared is a founding director of the Kindle Arts Society and has been a dedicated volunteer with numerous arts organizations in Victoria, including the Victoria Fringe Festival and the Victoria Film Festival. A proud member of Xʷsepsəm (Esquimalt) Nation, Jared brings a strong commitment to community building and cultural celebration. He has served on the board of his co-op housing and has extensive experience in BC government management, bringing valuable leadership and governance experience to the board.

About the Arts Spaces Study
Our flagship initiative, the Arts Spaces Study, will explore how the ACI Foundation can most effectively support and secure, affordable, and culturally relevant spaces for the arts sector across Greater Victoria.
The study will assess:
- Local demand and need across disciplines and demographics
- Possible acquisition pathways, ownership models, and financing tools
- Governance strategies to ensure long-term accountability and community benefit
- Barriers to access and opportunities for equity-driven design
The Arts Spaces Study is supported by early-stage grants and will be informed by a broad community engagement process—including the Arts Spaces Forum (February 2026), followed by a region-wide survey.
This work is a foundational step toward launching ACI’s first acquisition and setting a precedent for future projects.

What is a Cultural Land Trust (CLT)
A Cultural Land Trust (CLT) is a non-profit organization that acquires, stewards, and protects land and buildings to ensure long-term, affordable access for arts and community use.
Unlike private landlords or developers, a CLT holds land in trust for community benefit, not for profit. This means cultural spaces — like artist studios, performance venues, and gathering spaces — can be made permanently accessible, even in cities facing displacement and rising costs.
At ACIF, our cultural land trust model is rooted in public accountability, community leadership, and shared stewardship — creating space for creativity, connection, and care to thrive for the long term.
What is a Non-Profit Landlord?
A non-profit landlord and property manager is an organization that owns or manages property not to generate profit, but to serve a social or community benefit.
At ACI, being a non-profit (or social) landlord means providing stable, affordable spaces for arts and community organizations — and supporting tenants with infrastructure needs like permitting, sustainability upgrades, and accessibility improvements.
Instead of maximizing rent or selling buildings for gain, we steward property for long-term public good, keeping cultural spaces in community hands.
What is the Goal of the Arts Spaces Study?
The Arts Spaces Study is designed to understand the current challenges and future needs of arts and community organizations in Greater Victoria when it comes to finding and keeping space.
Through interviews, surveys, and community dialogue, the study aims to:
- Identify space-related barriers faced by artists and organizations
- Document past losses and current pressures (like rent increases or displacement)
- Explore sustainable models for long-term access to space
- Inform the development of a community-led, non-profit land trust
Ultimately, the goal is to co-create a roadmap toward stable, affordable, and community-controlled cultural spaces.

Is the ACI Foundation
a Charity?
Yes! — the Arts & Community Infrastructure Foundation (ACIF) is a registered charity, as of July 2025.
This means we are a public-benefit organization with a charitable mandate to support the long-term sustainability of arts and community spaces. Donations to the ACI Foundation may be eligible for a tax receipt, and our operations are guided by transparency, accountability, and community impact.
